Maryland building owners planning energy upgrades have a new funding opportunity to evaluate alongside their capital improvement plans. The Maryland Energy Administration (MEA) has opened its FY27 Commercial & Community Buildings Grant Program, with an anticipated budget of approximately $104 million for eligible projects statewide. Applications are due December 9, 2026, at 3:00 p.m. Eastern Time. [1]
For architects and owners’ representatives, this is a timely reason to revisit planned renovations with clients. Evaluating potential funding early can help the team define the scope, assess system options, and align the project budget before equipment decisions are final.
Who May Qualify
The program serves eligible commercial and nonprofit buildings, local governments, and local education agencies (LEAs), including public K–12 facilities. Buildings covered by state or Montgomery County Building Energy Performance Standards (BEPS) are among the intended applicants. [1] Private K–12 schools apply under the commercial track; affordable multifamily housing is excluded from this program and directed to separate state funding. [5]
How Much Funding is Available
For energy-efficiency and electrification projects, MEA lists the following maximum awards and project cost caps. Both limits apply. [2–4]
| Applicant track | Maximum award | Project cost cap |
| Commercial buildings | $2.5 million | 65% |
| Local government buildings | $3 million | 80% |
| Local education agencies | $3 million | 90% |
These are ceilings, not guaranteed reimbursement percentages. Energy-efficiency and electrification awards are calculated using projected lifetime greenhouse gas reductions, subject to program limits. Solar projects have different award limits and are available to eligible nonprofits, local governments, and LEAs. [2–5]
Which Building Improvements May Qualify
Potential measures include heat pumps for space conditioning and water heating, variable refrigerant flow systems, chillers, high-efficiency electric motors, and variable frequency drives. Eligibility depends on the proposed measure and existing system. [2]
Controls, building automation, and electrical panel or wiring upgrades may qualify when paired with eligible electrification or energy-efficiency measures. Engineering and design costs within an eligible implementation scope may also qualify. Mechanical insulation and community resilience projects have separate funding tracks and requirements. [6]
What Owners and Design Teams Should Do Now
Start with projects already under consideration, such as replacing aging HVAC equipment or advancing a building’s emissions-reduction plan. Review the existing systems, electrical capacity, equipment space, and construction phasing to identify a scope that fits the building’s needs.
For the commercial, local government, and LEA tracks, prepare a project narrative, budget, implementation schedule, MEA’s Energy Impact & Grant Calculator, and supporting energy-savings calculations. Equipment specifications are required where applicable, and applicants must be able to provide the past 12 months of utility bills. [6]
Timing also affects the budget. For these tracks, MEA generally will not reimburse costs incurred before the grant agreement’s effective date unless it agrees otherwise in writing. Grant payments reimburse documented eligible expenses, so owners should plan for project cash flow. [6]
How Engenium Group Can Help
Engenium Group can help evaluate potential MEP improvements, develop the technical scope and energy analysis, and support the technical portions of an application. If you are planning a Maryland building renovation or systems upgrade, contact our team to discuss whether the project may align with this opportunity.
Review MEA’s current program guidance and application resources before proceeding. Funding is competitive, and MEA determines eligibility and awards. [1]
